Procurement Vision Statement

To support Arizona Department of Environmental Quality (ADEQ) in its mission to protect and enhance public health and the environment of Arizona through procurement services that are compliant with procurement regulations and supportive of the state of Arizona's policy and administration objectives.

As Arizona's lead agency for environmental concerns, ADEQ most often solicits for goods and services that are technically oriented; however, ADEQ also has needs for goods and services for ADEQ offices.


Solicitations

ADEQ solicits offers from qualified contractors to provide goods or services. Solicitation notifications are issued through ProcureAZ to all registered contractors that have commodity code(s) in their ProcureAZ vendor profile that match commodity code(s) contained in solicitations for products and services. Interested parties that wish to automatically receive updates regarding solicitations must register with ProcureAZ and include respective commodity code(s) for the goods or services that they offer. Contractors are responsible for making sure that their ProcureAZ profile includes current contact information. If contractors require any assistance with updating their vendor profile or using ProcureAZ, the ProcureAZ Help Desk is available for contractor assistance.

Contractor Outreach

Contractors must register their company on the ProcureAZ web site in order to do business with the state of Arizona. Once registered, contractors will receive solicitation notifications that contain commodity codes for products and services matching those selected by contractor within ProcureAZ vendor profile. Only registered contractors are assured of receiving such solicitation notifications (Requests for Proposals and Invitations for Bid). Contractors may update their offerings and registration information at any time.

How We Purchase

ADEQ purchases what it needs in two ways. For ordinary goods and services, ADEQ uses vendors that have been awarded state contracts from the Arizona State Procurement Office (SPO) . For more specialized goods and services that are not provided for by state contracts, ADEQ handles its own procurement.

When ADEQ performs procurements over $100,000, it uses the SPO bidder's list and solicitations are automatically sent to contractors on Arizona’s bidder’s list by the category of the goods or services being solicited, excluding emergencies or other special or unique procurements. Contractors do not have to register with SPO to do business with ADEQ, but contractors are more likely to hear of opportunities by registering with SPO. Registration is free. To obtain a registration form, please contact the Arizona State Procurement Office at (602) 542-5511.

Procurements between $10,000 and $100,000 are made through small businesses when possible. A small business is one that, including its affiliates, is independently owned and operated and employs fewer than 100 full time employees or has gross receipts of less than $4 million in its last fiscal year.
